Beyond Vision Centre

Neath Port Talbot College and RNIB Cymru wanted to establish a new purpose built rehabilitation, educational and training facility, to enable up to 1300 blind and partially sighted people to have full access to the wide range of curriculum opportunities in Wales.

CPC Role

CPC was appointed to develop an Outline Business Case (OBC) for the ‘Beyond Vision’ partnership between Neath Port Talbot College and RNIB Cymru.

Our consultants delivered a comprehensive appraisal of the proposed scheme to ensure it was the best strategic investment option to meet the needs of the students, the College, the RNIB, the local authority and the Welsh Government.

We engaged with multiple stakeholders to ensure that the case for change was sound and robust and supported the launch of the Beyond Vision development via local and national launch events.

We determined the College’s funding requirement - in terms of capital and revenue funding – and delivered an OBC that was fully complaint with the HM Treasury Green Book’s 5-case model and ready for immediate submission to Welsh Government
