Housing Stock Condition Survey

Client: Barnsley Council

Project Overview
In March 2010 Capital Project Consultancy Limited was commissioned to conduct a survey of private sector housing in the Metropolitan Borough of Barnsley. This was the 200th survey carried out by the company’s housing team.

During the commissioning of the project Barnsley were forced into a last minute change of plans when they were given a change of deadline for the submission of figures to government, shortening the project timetable by two months. CPC rose to the challenge and managed to complete the fieldwork element of 1,500 surveys in just four weeks, a task that had been scheduled to take ten. This was followed up by a speedy turn around of the data and presentation of initial findings two days ahead of the required deadline.

The subsequent final report on housing conditions included a significant quantity of bespoke analysis, based on the additional requirements from Barnsley Council that CPC had seamlessly integrated into the data collection and analysis phases of the project. The report included comparisons to and use of other secondary data sources, to which the data stood up well. The report also highlighted interesting and unusual findings specific to the character of the Borough’s housing stock. These findings also highlighted explicable trends and were well received by the client as useful items for future planning and policy development.

CPC presented the final results of the survey in a presentation to a wide audience including: officers, members, housing associations, the fire service, the local PCT and Age Concern. Following on from this the Council intends to use the report and survey findings as a stepping-stone to further engage with these partners to help improve the lives of residents in Barnsley.
