Project Overview
This project involved the preparation of an options appraisal into the best way forward for the Construction Services division within the council. The proposed solution would have to be suitable both financially and politically, and would have to provide a suitable long-term plan for providing the services currently managed by Construction Services.

The final recommendation involved downsizing the department to a level which could be supported by the projected income, stripping the department back to a core service which could be provided successfully.

CPC’s Role

CPC was hired to research each available option for the future of Construction Services, including full outsourcing, retention of the department, downsizing and TUPE transfer to another organisation. CPC was also asked to consider alternative methods of providing the service, such as tendering contracts or use framework agreements, in the event that some form of reduction is required in the remit of Construction Services. The project involved interviewing all relevant stakeholders, assessing financial and performance information from the department, speaking to alternative service providers to discuss feasibility, and coming up with the most suitable solution to provide the service to the tenants and departments of the council.

Client Benefits
At the end of this process, CPC produced a report which recommended that the department was downsized to provide only maintenance services, with all project work being outsourced to the more competitive private sector market.

The report was accepted by the Council, and was implemented with the result that Construction Services became financially stable for the future, with the possibility of future growth if required should the required workload increase.
