Investment in Schools

The Council’s 15-year strategy for schools required an investment of £105m, over seven schemes. Half of this funding had to be secured from the Welsh Government.

An Outline Business Case was required for each scheme that was compliant with HM Treasury’s 5-case model.

CPC Role

Our team delivered seven Outline Business Cases which included strategic, economic, commercial, financial and (project) management information – and formed the Council’s Strategic Outline Programme.

Some of the schemes were predicated on the closure or merger of existing schools and CPC’s engagement with stakeholders was critical to the success of the schemes, two of which were subject to statutory consultation.

We provided detailed plans for project execution, stakeholder management, risk management and benefit realisation.   Our consultants were trusted advisors at projects team meetings and provided reports for the Project Board.

The Council has received excellent feedback from the Welsh Government who have approved two of the schemes and released £23M+ of funding.  The full investment is expected to be received six months earlier than planned which is exceptional within the 21st Century Schools Programme.
