Project Overview
A contractor had passed the pre-qualification stage for two tenders for Network Rail at London Bridge Thameslink works but had no resources to prepare the actual bids. The tenders covered services designs and topographical surveys throughout the station and surrounding areas.
The contractor had a history of involvement with previous phases of the project and were very keen to submit high quality bids. As they were not able to resource the bids internally, they approached CPC for support.
CPC’s Role
CPC’s role on this project was to Project Manage the two bids. This comprised analysis of the tender documents to establish all requirements, writing key sections of the bids, managing the preparation of remaining sections, establishing a process for completing the bids in a new e-tendering format and ensuring that the bids were correctly submitted.
The contractor allocated an APM to support the CPC project manager. Additionally CPC supplied an e-tendering specialist to undertake the completion and submission of the 30 folders required per bid.
Client Benefits
CPC’s knowledge and experience of preparing and evaluating bids enabled them to assess the requirements of the bid documents and prepare very high quality submissions.
The feedback from Network Rail was that the technical sections prepared by CPC were the highest quality of any tenderers and the risk management sections were the best they had seen on any tender.
The client had the benefit of the CPC approach to analysing the tender documents and scoring matrices, as well as the documents prepared by CPC as templates for future bids.
The client also benefited from the CPC experience and approach to e-tendering, with CPC providing further resources to support subsequent bids.
