What is Commissioning?
Commissioning is key building block to providing effective local services. It is the process by which public sector bodies and GP Commissioning Consortia decide how to invest their funding to get the best possible services for local people. People at all levels, including Councillors, managers, staff, service users and carers, statutory agencies and service providers all need to contribute to this process.
There are a range of levels at which commissioning can be undertaken:
Commissioning is an ongoing cycle of activities, which broadly breaks down into three main areas and nine major steps:Individual includes self-directed support, care management & user choice
Locality includes practice-based commissioning or locality level commissioning and is perhaps the most important level now
Community commissioning undertaken at a local authority or wide area basis
Regional includes certain specialist commissioning or commissioning for small volumes of outcomes or services
National includes highly specialised or very expensive commissioning
