Strengths-based vs deficit model needs assessments
Whilst the recent NHS White Paper ‘Equity and Excellence: Liberating the NHS’ proposes a shift of responsibilities between health and local government, it also reaffirms the role a strong joint strategic needs assessment will play in this exciting new world. The push towards earlier intervention and the role that individuals and communities play in supporting themselves and others to stay well is a key thrust behind the Big Society.
The current/traditional model of needs assessment takes the identified needs of the individual or community and places the major responsibility to meet these needs within the public sector through the commissioning of services. This approach does not take into account the inherent assets and support that exist within both organisations and communities.
Our work on asset based assessment, JSNA and health & wellbeing audits show that when a JSNA is supplemented by an understanding of community ‘assets’ and health & wellbeing provision across a range of partners, this will give a much richer picture in terms of commissioning priorities and investment decisions.
